All of our locations are outside, so I doubt I'll have to worry about light (and I have an ND6 filter for my 35mm SLR, which, in a perfect world, would also fit a 16mm film camera). And just in case you're wondering, I do have access to a flatbed editor, because the ones at American University are never used, so they said I could use them.

Use an Arri 16mm SRII or SRIII. They're easy and reliable and will shoot 5-75fps as well as all sync speeds, no problem. Get a pl mount camera if you can,that way you can use primes,which are usually much sharper for 16mm use.
